Cailean Osborne
Cailean Osborne is a researcher at the Linux Foundation and a PhD candidate in social data science at the University of Oxford. At the Linux Foundation, Cailean leads research projects on diverse open source trends and policy topics, such as measuring the impact of open source funding, and contributes to open source AI projects, such as the model openness framework. His PhD concerns the political economy of open source AI, and in his free time he is a contributor to scikit-learn and the OSI’s ‘Defining Open Source AI’ initiative. In 2023-2024, Cailean was a visiting researcher at Peking University’s Open Source Software Data Analytics Lab in Beijing, China. Previously, Cailean worked in AI policy at the U.K. Government and was a U.K. government delegate at the OECD’s Global Partnership on AI and the Council of Europe’s Committee on AI. Cailean is German-Scottish and an avid language learner.
